Michael Stipe explicó el significado de la canción a la edición alemana de Rolling Stone: "Quería imaginarme la perspectiva de un forastero casi sin rodeos: la experiencia de un tipo que camina por una ciudad que es completamente nueva para él y que todavía le resulta muy desconocida. He combinado estas dos palabras para expresar esto. No pretendo ser alemán o berlinés. No, en absoluto. Sólo traté de entender la mente de este forastero. La ciudad podría ser Nueva York. Escribo historias de vida ficticias. Se trata de pensamientos, emociones y miedos que la gente tiene. Expectativas, optimismo y deseo. Eso no es difícil de entender. La gente siempre proyecta mucho sobre las figuras públicas y quizás piensan que sólo salgo con Eddie Vedde, Patti Smith y Gwyneth Paltrow, pero no es así. Mi vida es diferente. No conozco a mucha gente que se aparte de la llamada vida normal. E incluso estas personas provienen de entornos ordinarios y se han hecho famosas por casualidad y por suerte. Pero yo no me veo de esa manera. Yo viajo en el U-Bahn como todos los demás".
